Will say, saving reloading or exiting out, didn't fix it, HOWEVER

DELETING EVERY ROCKET SILO AND REPLACING IT, did in fact, fix it. So, this is clearly a bug.

Game won't run, the quality mod is broken. I click disable listed mods, infinite loop. Disable all mods, infinite loop. This is on a fresh install with all previous mods deleted.
