Any pump facing into a fluid wagon will always be incapable of pumping at the full speed of 12 000/s, and will sometimes flicker between lower values. Pumping out of fluid wagons does not share this issue.

The original save was created using the Host new game function in the Multiplayer tab. After the initial session it was loaded onto a headless server, which occasionally got loaded with Infinity Mode active by accident.
