Found the bug. Decon planner can deconstruct cliffs now, blueprints and copy-paste work as expected.

While playing IR the only solution i found works well is to stragegically not carry any cliff explosives around in my inventory. For base construction you could try to put them into a logistic chest that is only in range of a single roboport - and disable that roboport via a power switch when you d...
