I know, I even included it in OP. I'd just expect them to show before, I already have trouble filling this rocket and if I went only by construction request, I'd have to send another with just 4 modules.
Definitely not game breaking, just surprising.

[2.0.10] SA platform construction request doesn't include modules from ghost entities
Add ghost entities and also plan modules for them. Entities are added to construction request, modules are not.
The modules DO appear as request when I send the partial delivery and entities get built. It's only the ghost stage that is broken.
