I was able to reproduce this in 1.1.0 using steps like Xorimuth describes. It isn't the easiest the thing to reproduce, but I do have a video recording if that would help.

If I launch factorio and go to About>EULA, I see the text was updated 2018-02-22. If I go to https://factorio.com/terms-of-service, I see that text was updated 2018-10-31 and the contents are different.
Shouldn't the in-game EULA be updated to match the website?
