No idea what solved it, but now it's working.

Just got the Version 0.18.35 update. Steam hangs on the "Preparing to launch Factorio..." popup. This message stays until killed. The Factorio process is not started

To replicate:
Update to Version 0.18.35
Run Factorio from the steam library

Attempted:
Killed Steam
Restarted computer
