No, the rest of the server still goes at a normal speed.

Trains will sometimes completely stop at this point.

When having a train before a chain signal before many train stops, and with many trains in the stations, such as in the pictures, the train often takes a long time to re-calculate a path to a free station when the station it had originally pathed to is already full. Agreed on this post, since I have many trains scrolling through the menu becomes a problem as the mouse gets caught on the scroll bars of individual train's schedules.

This is a separate issue, requiring use of the secondary keybinding.
My bad. I can confirm that setting it as a secondary keybinding resets it after every restart, however.

Echoed that the Keypad Enter key no longer works to enter vehicles on Windows 10 as well.

I'm curious about trains - Previously, when a series of stations were disabled and one station was not reachable, the train would simply stop in the middle of the tracks, looking for a path. Will that still be the case with the 'Waypoint' behaviour of trains currently?
