As mentioned here: viewtopic.php?f=49&t=65171&p=400757#p400757, disabling the steam overlay seems to do the trick.

I have the same problem. Using the --force-d3d option in steam fixes the graphics glitching, but then performance is really bad (It says 60 FPS, 60 UPS but it feels like 10 FPS, no matter what graphic settings where active).
