I found out that Nicefill mod causes the world generator to brake,

Creative Mode (Fix for 0.16) as disabled at start but enabling trough command

FactorioExtended plus- all the mods

Nicefill

Noxys Waterfill

Train Supply Manager

Upgrade Builder and Planner

I am having a modded playtrough with factorioextended plus playtrough with other mods. After playing a while oil patches are spawning as 1 patch at the time trought out the map.
