So I sort of inherited an old mod that used on_tick to poll all of the mod's chests (Blueprint Reader) to see if a blueprint is placed in the chest, and it updates the circuit network based on that.

I've noticed on alot of servers that the ProgrammableSpeakers are disabled, cause bans, etc. and are just generally unappreciated because of the need to keep them from doing global playback on multiplayer.
I was looking for the right way to disable playback and still allow the global alerts ...

TBH, I get people wanting to be able to do realistic things in the game, but the desire to make I-win-button items for every aspect of the game that wave away the difficulty and complication doesn't appeal to me - and that's something like 90% of all mods.

I've been playing a while too, and I've done quite a bit of IRL oil and gas work. How I'd like to see Factorio implement valves is a single valve which can be manually turned, or controlled by circuit network, as well as a "transmitter", implemented the same way hooking up a belt to circuit ...
