No, my steam is built in April 2018, the same as yours.

But the two factorio.exe have different sizes.

The first one (steam) has 19,5 MB (20.472.832 bytes)
and the seconed one (downloaded from factorio) has 19,6 MB (20.561.408 bytes)

And both versions are 0.16.36.36253
