I know it's appealing as a designer to strike the "perfect balance", and have bots and belts co-exist with their own niche, but I suspect that you will find that that compromise will end up just making both belts and bots end up ...

When it comes to stuff like this, sometimes the most direct approach is the best one. Instead of trying to make logistics bots less powerful, why not put a direct cap on the number that you can have active at once? IE: Max 100 logistics bots zipping around doing things. Call it a "CPU cap" or ...
