If the route to the second station is too long, your trains will prefer to wait for the signal. Otherwise trains would constantly reroute everytime they reach a junction with a red signal. Also the far left lane has a station adding a huge penalty to this lane. A train might prefer to wait for another lane, over going through one with a station.

I've also done this, and to alleviate the concern of the trains all going to the nearest station, I just disabled the ore pickup station if there was not enough ore there for a full load anyways. Doesn't matter if they're all going to the closest station or not if there is enough ore to support all...

Basically your problem is: when you consume more than you can deliver, only the first station gets something. - There is only one way to really fix this: mine more ore! Or deliver more.
