I am unable to resolve DNS for mods-data.factorio.com and dl-mod.factorio.com using 1.1.1.1; Strangely using 8.8.8.8 works. I can post factorio log if you like.
Can you check from your end. I am located in Australia.

Just to add some more info on this, mouse lag is reproducible on my 2011 MBP in the release notes GUI, when viewing the notes for 0.17 -> 0.17.4. FPS is between 20 - 40.
