boskid probably right. When I looked for similar issues I was looking for inserter glitches but this is clearly a power pole problem. Thanks for feedback.

I was about to post a similar interaction but mine involved a medium power pole and a substation. I'll just post some relevant info here.
The substation is nearby but not in the screenshot. At first i thought it was my chest/inserter set up
