Q3: i would look at the recipe of the electric-engine since it can only be built in an assembly machine. maybe you could copy and edit that code

no thats not me, he published it indepently from me. i just updated it for myself and my friends and thought i would share it with you. feel free to the file as pull request yourself if you want to. i have no experience with github and not much time lately

I wrote an quick update for 0.17. It is working but for some reason it unequibs the winch after clicking the car. You must have 2 winches in your inventory.
