You probably also modify adjacent_tile_collision_ test and newly you need to set also adjacent_tile_collision_ mask to nil to achieve what you want.
EDIT: You don't need to modify collision_mask at all now, as the pump is being built on land already. You need to change what it checks neighboring ...

Building offshore pump on land in 0.18.10
This update seems to have broken my mod I use to allow the placement of offshore pumps on land.
This is what I used in the past:
data.raw["offshore-pump"]["offshore-pump"].collision_mask = { "object-layer" }
I am pretty inexperienced with modding, so I am not really sure why this doesn't work ...

Was just going to post a report about this on my own. They also turn off while it is still pitch black night out and turn on much too late in the evening as well.
Edit: This is the case in Windows Multiplayer, Have not tested in single-player yet.

I was starting to wonder if that was just me or not... Glad to see it will be fixed soon as well as that it has a current workaround. Thanks for the great work.

After this update I can no longer put blueprints into a book on my server. I get disconnected when I try to put them into a book. Completely stock game.

Both use cases don't seem too problematic to me. Like I said, it will break some things but i believe they can mostly be worked around.

Whats with the infinite (or sideway eight) tracks though :)
