[Rseding91] [0.17.53] settings for heat_interface and electric_energy_interface not exported in bp string
The settings property of heat_interface and electric_energy_interface entities is not present in bp string.
The game version is not that relevant as they were never exported.
The infinity pipe and chest settings are being exported so this was probably just an oversight.

And it will be more consistent with how inserters and miners place items on the belt if they are perpendicular to the belt as seen in the next picture.

Can I ask why you would want this? In your example, it unbalances it from 2 miners on either lane, to 3 on 1 lane and 1 on the other. That seems like a regression to me, as it would make it so you would need to balance the belts afterwards anyways.

The change I propose is: if the direction of belt/underground belt is opposite of inserter/drill direction then put item on the other lane

Inserters place on the far side of the belt. Drills drop on the near side. When the belt runs towards/away from the drill or inserter, then they place on the right side of the belt (from the belts perspective). That's the way the game works. A lot of factories would be broken by changing which side ...

I don't think so. In every case in your image, items end up on the right hand side of the belt, from the belt's perspective. When you reverse the belt direction, you also swap which side is the belt's right hand side.
Maybe this isn't a bug but rather an inconsistency IMO
