I believe I found the mod that was causing the issues.
It could be Darkstar utilities.
I basically stripped out mod until I saw the frame rate stay the same.

These are two screen shots.
The Normal is reaching about 60 fps and the second Abnormal is dropping to 10 fps with a mouse pointer over it and no animation on the steam engine.

I tried to look for a file for any update issues: none
no desync file
There was no log file within the save, but what is attached is what I think your asking for.

I not sure when this started to happen. But since I stared added some different mods to the folder. The steam engine animation slows down. It does not not matter which mod I remove. Every time I mouse over it it slows down. I have not done anything different that I am aware of. It still is very earl...
