That was my first thought as well, but I was able to host a headless server with the same mod without an issue, which makes me think it might be something else.

Has anyone been running in to an issue where when you start a new PvP scenario with mods toggled active that those mods are not initialized in the new scenario?

Example:

Mods loaded:
base
far reach 0.0.8

Both are confirmed as active in the mods control.
