I FIXED IT. TOOK ME SOOO LONG. Problem was the program "Armory Crate" by asus. Created lots of errors or something. Had to go through process monitor for a while.

When i try to start the game it takes a minute of waiting. I have a good pc and no other game has this issue. Factorio also freezes if I tab out for a few mins or go do something else and come back. As long as im actively playing there is no issue and the game runs smoothly.

I know what I have to do to change into beta version in the properties.

However I can't becausefor some reason when I try to opt to beta only a thin bar comes up under and there are no options available for me.
