I'm having this issue in Vanilla 0.15.14.
I can't seem to reliably reproduce it.
When I can reproduce it's when:
1) place decider combinator down
2) connect red-in from one network
3) connect green-out to another network
4) set signals

Power Armor can be researched before Advanced Electronics 2. However you need 40 processing units before you can build power armor.

I have a similar issue. I found that the stuttering most improved when I set "Video memory usage" to "All" in the graphics option tab. I also changed "Normal" sprite resolution to "High" at the same time (might be affected, but I assume this would make performance worse).
