Try disabling Steam cloud sync for just Factorio as well (or use the master setting for them all as a test). If doing this you can launch, then that means it's definitely an issue with whatever Steam is trying to sync to your PC.

Wonderful! I don't think I'm colorblind, but I can't see the difference between normal-ghost color and max-range-ghost color. Maybe it will be easier to notice in game. Actually, I'd rather that they didn't do this and instead just put in full, proper support for directories in the dialogs.
Why? Because allowing a slash in the save name is a "hidden" feature that is not obvious to everyone and so you'd still get people asking for the feature.
