I think another way to solve water electrolysis problem is to change reactions coefficients. To replace "1 water -> 1 hydrogen + 0.5 oxygen" by "1 water -> 0.05 hydrogen + 0.025 oxygen". The effective cost of the reaction goes 20 times higher, without the need of rebalancing of the electrolyser ...
