I think this option only tells the game to consider all mods added manually in mods folder as file (not via ingame menu) and thus not mentioned in mods.ini as active by default. You don't have to launch game, toggle new mods to active and restart.

The mod screen (installed mod list) should use more colors or different fonts for mod state. Currently we only have 4 colors, white - active, gray inactive, red - problem, yellow - update availible. Do not force restart option
I believe most of "mod-lovers" will welcome checkbox in options "Do not force restart" (...after mod change) allowing player to stay in game (just in menus) after altering mod Startup settings or adding mods / changing active mods. I understand the game is not playable after this...

Hide incompatible mods button (filter)
It would be nice to have a button "Hide incompatible mods" (or "Show only compatible mods") on mods instalation screen to hide all mods not compatible with current version of the game. There is so many mods and I like to choose only from usable and up to date ones.

Agree. The water definitely needs more usage. Except water source for boilers and some industry it is completely useless now. Bridges for short distances, boats for long, some resources obtainable (only) from water or at least oil deposits for oil platforms. Or underwater ore deposits with difficult...
