I'd suggest to define contexts and map them to key-controlled game actions - then it's trivial to detect key assignment conflicts as two actions will have a shared context.

I fully agree that the difficulty curve now feels like it's missing a step or two. Military science could be that step, but it's too narrow-focus for that. So downgrading the blue science is a viable alternative. Perhaps give it a focus in chemistry and only require raw oil outputs like plastic and ...

I just discovered that in .15.9, construction drones are unable to pick up corner tracks. Perhaps the OP's problem could be resolved by UI fixes instead of gameplay change?
Like tweaking signal placement UI to automatically snap signals every wagon-length or so when you drag the mouse with button down, similar to how power poles are currently auto-spaced.

I still don't understand what definition of "OP" people use when referring to loaders. That in some situations loaders will be more effective than other devices is a given - otherwise there's no point introducing them at all. I would agree loaders were OP if they completely deprecated some...

In 0.14 iron/copper ratio for the rocket was almost 1:1. I don't remember anything related changing in 0.15, so for normal recipe price the ratio should stay roughly the same.

Stack inserters are ~766 items/min chest to belt, and ~1661 items/min chest to chest. Personally, I like the fact that barreled steam turns back into water.
