No, why would you turn off the flashlight when you have night vision? Not all players may have night vision and it would be extra checks for no gain. It's staying as it is.

your flashlight and the cars-tanks-headlights stay on when using nightvision goggles

I don't think adding everything once is a good idea as in: add the nuclear power but keep the overheat, the meltdown for the next update (0.15.1...)
