I'm having the same problem. It's a heavily modded game(bob/angels) which I've been running since at least 0.17, but probably 0.16. I've tried copying the freeplay script from \Factorio\data\base\scenarios\freeplay into it, but no effect. Try deleting the control.lua and script.dat and script-init....

With large solar panels mk3 and high capacity accumulators mk3 I calculate a ratio of 0.76

70 * 240,000 / 22,000,00 = 0,76363636363636363636363636363636

I'm using bob's mods of course.
If I have a good blueprint to share I'll do that
