I have never noticed this before on any of my maps.
But if you can share the mapstring someone will be able to check if there truly is no oil on your map.

I started a game on 0.14.14 with all resource "frequency" set to "very low" so that I have a reason to use trains a bunch for re-supply runs. Sadly after exploring A LOT of my map (about max radar scanning areas in total) i did not see any oil at all spawn. I am playing on the gog.com alpha build ...
