Check your game version - this issue was fixed today. So check if you have 37 or 38. Thank you, orzelek. I noticed/screen-shotted last night (GMT+12). I was hunting for my barrels of sulphuric acid, and found them 'hidden' among my empty barrels. I'm using 'normal' graphics (ie not hi-res). https://imgur.com/a/7693BoK The tool-tip is correct, and the acid barrels are definitely full of acid. I'm on a Deathworld, which may affect recipes(?). At present, an inserter will pick up items up to its stack size, or stack over-ride. If a stack-size over-ride has been set, I would like inserters to wait (forever, if need be) until they have exactly that number of items, before activating.
