Can't you change the rates in the base game setting when you create a new game? I thought there was something there for pollution, killing, and time. Evolution Factor Cap
I've a really direct question: Is there any mod that let you decide the Max Evolution Factor? In the 0.16 you can only decide if you want or not any evolution. So I thought that it would be interesting to choose the maximun number while keeping evolution as a factor in the game.
