I am not at all pleased that fluid improvements have been pushed back again .

Factorio doesn't have very many 'bad' aspects to it, but the fluid system is absolutely one of them.

While I understand the desire to not accidentally pick up a storage tank of fluid, I think it would be abhorrent to literally deny the player the ability to do so until they managed to disperse the fluids.

One proposed complaint about the .17.60 BOP change, is that people won't know to leave space for future liquids. If the recipe for BOP stated that it output 45 Petroleum, 0 Light Oil and 0 Heavy Oil, along with graphics for LO and HO future outputs, this complaint would be nullified.
