Could this be mitigated by setting a (very low) maximum recursion depth? Like 2 or 3.

%appdata%
then \Roaming\Factorio\scenarios
You want to pull the folder out of the zip file first, not just drop the whole zip in. Put the whole folder in there.

Came to report this same issue.

Using a blueprint of only an entrance. After placing the first entrance, and then rotating the blueprint to place an exit. The animation shows that it will obey the first belt when hovering, but as soon as you click it reverses.
