Your settings are stored in the settings.ini file, I think it is in the write path of the installation so it should be C:/Users/jeffm/AppData/Roaming/Factorio/settings in your case.
It could be that something is preventing the application from changing or creating that file.

When I start up, change the settings i've tried video memory usage, full screen, single player save frequency. All settings revert on restart.

OS Win 10 64 bit
log files for previous session, where I changed the settings, and the new log file where everything was reverted.
