Issue is quite simple - in d3d mode there is a proper full screen window and it stutters ...

I'm guessing that 13.14 has not quite been released yet?

I wasn't quite sure what to call this since I didn't see a vsync option in the graphics settings(I have been known to miss things quite easily though), but I have really bad tearing of the image on the screen.
