I get the problem in 0.13.1. It seems to show up if the research has any flavour text EG solar panels: solar.png But not for Laser: laser.png (dual monitors, windowed mode, taking up most of one screen. On the off-chance it's relevant, this is a save from the current steam version (0.12.5?) in 0.13....
