So I've been playing on 2.0.23, and Steam updated it to 2.0.28, and I'm getting this exact error. Always been on a stable branch, and factorio shouldn't have this bug that prevents me from loading the map at all.

I see the practice of modular underground belts allow you to go under your mines or a huge line of your machines in the same length as the underground pipes. The basic of everything must be perfect.:)

It sometimes a little troubling to go back and then quit, launch it your self again, when you change a mod. Can you add a restart button to do that? Thank you for thinking about it.
