Problem solved:

As read in other topics, the error occurs when 2nd screen is connected to onbaord graphics card (Intel HD) and 1st screen connected the external graphics card (AMD R9). So before starting game, disconnect 2nd screen cable till reached to main menu of game

Game cannot be started under 13.0 via Steam or manually in the folder. Tried to install old version again, that works.
