Just answered my own question

In the changelog for 0.13.1 (viewtopic.php?f=3&t=27101) it says all types of inserters can be controlled by circuit and logistic networks so the filter inserter just contains the filtering mechanics of the smart inserter.

I just updated from 0.12.35 to 0.13.1 and noticed that smart inserters have been removed and replaced with filter inserters. I can't find this change anywhere in the change logs.
