I will try this but I want to state that this issue occurs with any game created in an old version of factorio loaded into 0.16.

Thanks for the quick change. I just tested it with 0.16.32 but the issue was not resolved.

The save games added to this thread have never been played in multiplayer modus and when I load the save game and type '/promote <user>' I get 'Can't run command (promote) - you're not an admin'.

Although not trivial to perform, I can confirm this workaround works.

Although I show up in the admins list the ion cannon mod still gives me the same message, that I am not admin. Something in the game state is not yet correct. I also ran /permissions reset without any result.
