Issue: Science Pack 2 is not unlocked in "New Hope" level 1 because mission/tutorial steps can get out of sync.

How to replicate:
1) Start the mission, immediately start building a lab.
2) Place the lab before the mission step "Build a lab" appears.
3) The research tree will now pop up - click ...
