Researchable technology "Circuit Network" shows green/red wires as something unlocked by this research. See attached screenshot:

Wires are actually available from game start and you have all circuit network functionalities available already.

Great! That's the proposal I was about to do myself.
It would help me to setup wall train stops on demand and call the train (always waiting in a standby/refueling station) to the station whose network is giving a certain signal when ammo has been used by its firing turret.

I'm experiencing the delivery issues too and I've also noticed the "trash" system is always leaving 65 alien artifacts in my inventory. I tried collecting one more (66) and immediately a robot came to collect it leaving me again with 65 in the trash slot.
