I discovered that the bug is definitely related to screen size. Here is a video of me adjusting the size of the window just a smidge and it will show/hide the scrolling based on that.

I am having a strange bug with scrolling through mods in the mod screen. The scroll bar disappears and I cannot scroll with the mouse. I can tell there are mods not shown because I can still navigate with the arrow keys. It seems dependent on resolution (or maybe just changing resolution ...
