I was messing with a mod and was having this same problem. In case anyone else has the issue here is what worked for me.
Basically it comes down to how the game recognizes file structures.

Compressed mods have the following folder construction:
:mrgreen:
{mod_name}.zip
L{mod_name}
_L (contents ...
