As modder you can change recycling recipe generation yourself however you want.
It's not done in game engine, everything (except using specific recipe category) is done in lua.

When we insert movement-bonus-equipment (MovementBonusEquipmentPrototype) into vehicle (CarPrototype) equipment grid, it only increases vehicle acceleration, but braking_power stays the same.
It's possible to get high bonus to vehicle acceleration and then stopping it becomes very hard.
