Ohh never mind. I figured out what was going on and its not a bug. I feel stupid now. But I still love the game!!!

First of all, LOVE THIS GAME. during my first game after getting the new Space DLC, this very strange bug keeps happening where biters spawn in the middle of solar panels with no way to get in.
