I think this is a duplicate of 117000 Blueprint parameters with same value are collapsed to one .
I tried to change request amounts from ones to 1-6 and it might have worked as you expected?

I am having this same problem with all 3 starter planets, including anything related to the space platform. Interestingly, I have an entry related to Aquilo even though I have not researched it, and it is under the Quality section.
