The problem with this approach is that the circuit network can't tell whether the technology that was selected has had its prerequisites unlocked. If it hasn't, the lab will continue ...

On a related note, it would be nice if resource_drain_rate could be 0. Currently, 0 is changed to 1. I'd like to make a mod that changes legendary drills to never deplete resources.
