This was my mistake. I had inadvertently disabled achievement in my world :facepalm:.

The "terraformer" achievement says that it can be obtained when the player "Destroys a cliff" I first used my cliff explosives on Vulcanus, but did not receive the achievement. I can consistently reproduce this, insofar as destroying more cliffs does not get me the achievement.
