I am also unable to reproduce the bug now. I deleted the original blueprint, so I used the string I provided to recreate it, but now it can be placed with no issues. I had played on the same save for a few more hours since the bug happened (and had overwritten that original save file), so presumably...

I made (copied) a basic city block blueprint which worked without issue, however when I add concrete to the blueprint and try and use it, my game immediately crashes every time.

This is playing on the Space Age DLC, version 2.0.9.
